I have recently been have having troubles with my brakes not fully disengaging. Its weird because it only happens about half the times I drive but all four rotors will remain slightly engaged causing my pedal to be super touchy and its frying the shit out of my pads. The only thing done to my brakes are slotted and cross drilled rotors on all four corners. Suggestions?

Grease the caliper pins, make sure your pedal linkage isn't binding, and bleed the brakes. Also, a kink or twist in the brake lines will cause this. It will act like a one way valve.

try bleeding them

When you bleed your brakes, start furthest away from the MC and work your way towards it.

Your pads are most likely glazed. If it's not too bad(taper), then you can sand them on a LEVEL bench.

I heard something about a bias valve anyone heard about this?

It's called a portion valve.

It distributes hydraulic pressure proportionately.

Would this have anything to do with it? Or should I stick with your previous suggestions?

My logic tells me it wouldn't because the problem is apparent in all 4 calipers. A faulty MC can cause your problem also. Yes, stick with the first service suggestions. Also, check and see if the rotor thickness is too much for stock calipers.

Its not the rotors its a recent development and I have had the rotors on the car when I bought it. Also would you have any clue as to why it only happens every now and then.

Check for kinks or twists in the line..What's happening is the the master cylinder is applying pressure evenly to all 4 calipers, but the pressure is not fully releasing, so you start at the calipers and work your way back. If there is air in the line, the problem may occur sometimes. Think about it, where does air go?

Do you have the check valve installed in the Vacuum line going to the brake booster? If not This could cause ( especially if you have a turbo) pressure on the brakes.

The rotors may be too thick for stock calipers. Did you install new pads when you put the rotors on?
