I'm guessing you have a 89?
Just throw some cats on it nad it should be able to pass.
i've heard getting it hot before you go for your emissions check will help the cat's work more effectively as well. i don't know if that's true though. i don't have emissions so i never really researched it.

this is true, it does make the cats work better, but i still dont see an SR passing the test, my buddy had a new cat put on his car but it still would not pass, he had to pay someone $150 to get it cleanpiped

Get a safc and lean the hell out of it.
You should be able to pass with cats. Just try it. If it works yay and if not oh well.

Or, get a bill sent to a friends houe in a county that doesnt require emissions testing, then you have proof of residence and dont have to worry about emissions.

if anything, u would want to advance the timing, so that the air/fuel mixture would start burning sooner, i would go about 2 degrees to start with, then add 1 degree at a time until it starts knocking, then back it off a degree at a time until its not knocking, which is how u should have it set anyway for maximum volumetric efficiency which would allow for a more complete burn, & i would not suggest leaning it out with an safc, u could end up destroying the pistons by getting them so hot that u melt a hole in it
