ROM Editor!

Does anyone have a running windows XP version of ROM Editor?
I have the 1.98 version but its not letting me install!!
Keeps giving me the message:
"invalid directory/directory does not exist"
and
"unable to find xxxxxxxxx@ecr33_vq_map.bin file"
I set the DIR to the default location as well as one in the program files location and desktop, none of them worked!
and also, i verified to check the ecr33_vq_map.bin file was existing and even checked spelling and it was all correct!
can anyone help me please!!

got it working on my pops laptop!

now i can change minor stuff..

does anyone have experience with tuning KADE roms or even KAE roms?
that someone can teach me?
