only way i know to edit gif's is with adobe imageready, and i'm not sure how you could shrink the filesize. :/

You can't just resize it since it's an animated GIF. You've gotta find a program that can resize it and keep it animated. It must be a GIF to be animated. I saw someone else with the same avatar recently tho and it was shrunk already so maby you can just search around for it.

google "animated gif avatar" see if you can find something you like at the right size. your source image is too complex to look good at the tiny resolution needed.
