Did you jump the neutral switch? Unplugging it does not fix the problem.

Are you sure the starter is positioned so that the teeth on it spline correctly with the fly wheel?

Did you get and install the manual gasket plate between the motor and tranny?
If not and you are 100% sure your starter is turning, then thats your issue. The starter is not perfectly lined up with the flywheel.
You have two options:
1. Either play around witht he starter position till you can get it to work, this might never happen.
2. Remove tranny, remove clutch, remove flywheel and install the plate and then re-install everything.
Good luck

You could save time one of two ways from what slip n slide suggested.
If you don't have the 5 speed plate, try and put a couple washers on the starter side of the bolts for the starter. It might space it out enough.
And, if you are going to put the 5 speed plate on, cut a slit in it, that way you don't have to remove, the pressure plate, clutch and flywheel. It will just slide on.

starter is fine, it is spinning the flywheel. What else could be wrong?

How do you know its spinning the flywheel?
Is the motor spinning?
What brand/type flywheel did you use?
